09.00 - 12.00 Workshop A: Project design for local content through small scale enterprise development – key factors for success

This interactive session will provide participants with an opportunity to break down a local content model, discuss lessons learnt, practical implementation and adaptation strategies, and key factors for success in designing and implementing sustainable high-impact capacity building programmes for small and medium sized local enterprises.

The workshop will include discussion of key models, review of tools, identification of key roles for NOCs/IOCs, and exercises whereby participants will design a sample local content project. The workshop will end with a critique of the approaches, identification of key factors for success, and personal strategies to apply lessons learnt upon return to the office.

This workshop will be suited to anyone interested in designing a high-impact local content programme focused on building local enterprise capacity as suppliers. The models presented can be adapted to fall under local content and/or community investment initiatives.

12.30 - 15.30 Workshop B: Accessibility, measurability and accountability of local content: Meeting IOC’s/NOC’s objectives and forming a workable local content plan

This in-depth session will explore:

  • Benefits and costs of adopting corporate strategy on local content and building local competitiveness
  • How to secure local content through public-private participation
  • Issues on measuring (KPI’s), evaluating and reporting local content
  • Joint Ventures/PPP/participation agreement/consortium between public and private companies
  • The line between CSR of IOCs and local content expectations/ targets of NOC
  • Necessities of real engagement of IOC’S/NOC’S and HGs with the local content
  • Discovering challenges in local content compliance and how to address them
  • Duties of HGs, public companies, private corporations on local content including:
    • Supporting infrastructure for local content
    • Building local competitiveness
    • Joint ventures/ppp/participation agreement/consortium between public and private companies
